Tender launched for the “Fourth Ring Road” of Aguascalientes

The Aguascalientes State Public Works Secretariat (SOP) launched National Public Tender No. 001/26 for the Eastern Bypass project, better known as the “Fourth Ring Road.”

The document was published in the State Official Gazette (POE) on April 30th and states that the project includes the construction and, for 30 years, the operation of a new 44-kilometer highway to connect the southern part of the capital, Federal Highway 45 North, and the western bypass inaugurated by former Governor Martín Orozco Sandoval.

“The State of Aguascalientes invites interested parties to participate in National Public Tender No. 001/26 for the granting of a state-jurisdiction concession to carry out the design, construction, equipping, operation, maintenance, conservation, and exploitation of the Aguascalientes Eastern Bypass, in the State of Aguascalientes, via an “A2″ type highway approximately 44 (forty-four) kilometers long, connecting Federal Highway 45 in the northern part of the Aguascalientes Metropolitan Area with the southern part of the metropolitan area, in conjunction with the existing Western Bypass in the State of Aguascalientes, for a term of 30 years,” states the official publication.

” In exchange for a toll—which can be collected for three decades—the company or consortium that wins this major project will also be responsible for “all complementary elements intended for the functionality, safety, and image of the highway, as well as any other similar construction or installation,” the document adds.

Following the publication of the tender, the registration schedule is as follows: from May 5 to 7, the period for purchasing bidding documents and registering bidders will be open (the project documents will cost 10,000 pesos); the presentation and opening of proposals will take place on May 21; and finally, the winning bid will be announced on June 1, 2026.

The new highway is part of the 2022-2027 State Development Plan, proposed by Governor Tere Jiménez at the start of her five-year term.

In 2023, the governor explained that during Orozco Sandoval’s administration, the Western Bypass—a project that had been stalled for years—was completed, and that the goal now is to finish the Eastern Bypass, connecting the west and south in what would be a fourth ring road.

“In the previous administration, part of the bypass was completed, but we are going to continue to finish what would be the fourth ring road. We are currently conducting the necessary studies and have already discussed it with the Secretary of Communications and Transportation, Jorge Nuño, who gave us the go-ahead to continue with this project,” she said.

In January 2026, the head of the Ministry of Public Works (SOP), Enrique Peralta Plancarte, revealed that the final design for this new highway was in its final stages. The cost of the first phase alone is estimated at 2 billion pesos.

According to Peralta Plancarte, the project includes the construction of up to seven overpasses. Just preparing the executive planning project for the so-called “Fourth Ring” costs about 5 million pesos, due to all the studies involved.
