To ensure timely access to prevention, healthcare, and health-promotion services, the state government, through the Institute of Health Services (ISSEA), makes a network of 85 health centers available to the public, providing primary healthcare throughout the state.

These medical facilities offer various free services to people who do not have any form of social security coverage, including general medical consultations, universal vaccination for all ages, health prevention and promotion, family planning, free medication, and dental care.

At these facilities, residents also have access to nutrition services, psychological care, child development units, youth-friendly services with counseling and support for young people and adolescents, electrocardiograms, vasectomies at specialized health centers, gender-equity services, and screening for the detection of women’s cancers.

It should be noted that 12 of the 85 health centers operating throughout the state provide care 24 hours a day.

The State Health Secretariat also has eight Aguascalientes Popular Health Insurance Clinics, where, in addition to the services mentioned above, optometry, clinical laboratory services, and mammograms are provided.

To access any of these services, interested individuals must provide copies of the following documents: official identification, Unique Population Registration Code (CURP), proof of address, and a certificate stating that they are not entitled to social security coverage.
